An options assessment was carried out in accordance with WCD recommendations.

Abstract:
The government of Poland is actively considering proposals to manage the numerous problems that have arisen with the operation of the aging Wloclawek Dam on the lower reaches of the Vistula,the longest Polish river. The purpose of this report is to broaden the range of options under consideration by the government to address the problems introduced by the Wloclawek Dam,and to ensure that the future generations of olish citizens enjoy beneficial uses of the Vistula.

After a preliminary assessment of seven potential management schemes,three options for mitigating the threats arising from the Wloclawek Dam were considered in depth:


The decommissioning the Wloclawek Dam and restoration of the Vistula into a free-flowing river while maintaining the current motorway crossing


The full modernisation of the existing Wloclawek Dam and leaving it operating as the only one on the Lower Vistula (Option II). Modernisation does not resolve all of the problems and threats and is more expensive than Option III,but is technically the most feasible.


Constructing a new dam at Nieszawa and undertaking necessary supplementary work on the Wloclawek Dam (Option I).This option does not solve most of problems caused by the Wloclawek Dam and reservoir,and may exacerbate some.

None of the three favoured options withstands rigorous tests of economic efficiency and financial viability. Considering investment costs,which are as follows:I ˇV 346 million EUR,II ˇV83 million EUR and III ˇV48 million EUR and their as public spending implications, Option III ˇVdecommissioning the Wloclawek Dam,clearly emerges as the favoured option.

Main lessons learned:
Multidisciplinary team of experts and high level reviewers are very valuable - gives credibility to process.

Valuation of ecosystem in $ is difficult.

WCD compliant process can be very time consuming.

Compliance with national or international guidelines or policy
